As Afghanistan is facing a looming humanitarian crisis, the United Nations (UN) is launching its largest ever country funding appeal to support the provision of aid to Afghanistan, including through the Humanitarian Response Plan. It is not clear, however, how these funds will ever be able to reach the Afghan people. Transferring funds into, and within, Afghanistan has indeed become a major challenge for non-governmental organisations (NGOs), since the Taliban’s return to power on 15 August 2021.
This report by Erica Moret, commissioned by the Norwegian Refugee Council maps out existing challenges to NGOs financial access. It identifies the payment channels still available to NGOs for transferring humanitarian funds into, and around, Afghanistan and explores their associated risks, as well as their reliability and cost.
