The Bureau’s text of the WHO CA+ is used as the basis for comparison using a thematic approach, with a consequent review of the relevant provisions in the Negotiating Text of the WHO Pandemic Agreement. This comparison document includes only the following themes: preamble, use of terms, objectives & scope, general principles & approaches, human rights, One Health, preparedness, readiness & resilience, preparedness monitoring & functional reviews, research & development, sustainable production, transfer of technology & know-how, access & benefit sharing, global supply chain & logistics, financing, institutional arrangements, and reports to the Conference of the Parties.
