Education policies foundational research beyond agenda setting

Despite the relative paucity of academic research on education policy in the Global South, many studies and technical reports have been commissioned over the years on reform priorities, generally financed by international donor agencies. These reports, however, are typically driven – and coloured – by the particular agenda of their funders; as such, they cannot be a substitute for independent policy research.
