City Diplomacy and Climate Change: Assessing the benefits of cities as primary actors in multilateral decision making

Cities are known to be large contributors to the climate crisis yet their role in advancing the issue as a primary actor is overlooked.This research aims to fill this gap, positioning cities as powerful actors better suited to find targeted solutions for the climate problems they face. It therefore analyzes city diplomacy in the context of climate change as an important path to giving cities a meaningful platform in multilateral decision making. The report covers three case studies, Geneva (Switzerland), Quezon City (Philippines), and Freetown (Sierra Leone).
