Building on a minimum wage exploratory study that the International Labour Organization (ILO) carried out in consultation with tripartite partners in Ethiopia using micro-data from past Labour Force Surveys, the CCDP was mandated by the ILO’s Inclusive Labour Markets, Labour Relations & Working Conditions Branch (INWORK) to draft a follow-up advisory paper. On the basis of qualitative data gathered through focus group discussions and interviews conducted by Janine Bressmer in factories around the country in September/October 2018, the paper constitutes a pilot study that seeks to complement the micro-data analysis by additionally focusing on the non-monetary dimensions of defining a sound minimum wage policy. It also sought to offer inputs from the workers themselves on what they define to be a living wage in Ethiopia’s textile and garment sector.
