My research focuses on the broader politics of cash transfers that have emerged as a popular instrument of poverty alleviation across the Global South. These social protection measures have multiplied even while the trend in the erstwhile postindustrial societies have been away from welfare provisions of various kinds. Pakistan’s Benazir Income Support Program (BISP) – recently rechristened as the Ehsaas Kafalat Program (EKP) – arrogates itself the tasks of poverty alleviation and women empowerment. Having Undergone tremendous expansion and transformation in implementation mechanisms since its inception in 2008, the program now provides a mixture of Unconditional and Conditional Cash Transfers (UCTs and CCTs) to around seven million households across the country. Drawing upon extensive fieldwork in Lahore, Pakistan, this work builds upon the idea of cash transfers constituting a ‘financial inclusion assemblage’ that brings together different rationalities, subjects, and technics.
