Moderated by Vincent Chetail, the speakers in the session were HE. Ms. Rosemary McCarney, Ambassador, Permanent Mission of Canada to the UN, Lloyd Axworthy, Chair of the WRC and former Canadian Foreign Minister, Lawrence L. Herman, and Allan Rock, Advisers to the WRC.

The speakers highlighted that the 55 recommendations put forth in the report provide a roadmap for the much-needed transformation of the global refugee system to meet the contemporary contexts.  Among the recommendations discussed in the session were introducing accountability measures for those responsible for creating conditions for forced migration and trade concessions and enhanced market access to host countries and refugee communities. Questions from the audience such as fostering political will, combatting the criminalisation of humanitarian aid, and accountability for violations of international obligations by host-states were addressed by the WRC representatives.
