Peruvian Alumnus Joins UN Mission

Angel V. Horna (PhD '14) has been appointed to the Permanent Mission of Peru to the United Nations in New York.

Graduate Institute alumnus Angel V. Horna has been appointed to the Permanent Mission of Peru to the United Nations in New York. He will take charge of Peru’s work in the Sixth Committee, dealing with legal issues at the UN General Assembly.

Previously he worked at the Advisory Office for the Law of the Sea of Peru’s Foreign Ministry, during which time he took part in the preparation of Peru’s participation in the oral proceedings of the Maritime Dispute between Peru and Chile before the International Court of Justice.

An international lawyer and diplomat, Mr. Horna holds a PhD in international law from the Graduate Institute Geneva (2014), a degree in public administration from the Ecole Nationale d’Administration in Strasbourg, a Master's degree in diplomacy and international relations from the Diplomatic Academy of Peru (2010), a Diploma of Graduate Studies in international relations from the Graduate Institute Geneva (2007), and a summa cum laude law degree from the University of Lima (2003).

Angel V. Horna was also one of the five participants in the First Training Programme on Dispute Settlement under the Law of the Sea Convention, established by the International Tribunal for the Law of the Sea with the support of the Nippon Foundation, in 2007 and 2008.
