Legal and Policy Debate Video: Transferring Russia’s Frozen Assets to Ukraine

On 16 May 2024, the Australian National University’s College of Law and the Geneva International Sanctions Network co-hosted a hybrid event discussing the transfer of Russia’s frozen assets to Ukraine. The two-hour event delved into the ongoing debates surrounding the lawfulness and prudence of transferring US$350 billion of Russia’s foreign currency reserves, which have been immobilized across the G7 nations since Russia’s invasion of Ukraine over two years ago.

This hybrid event brought together leading experts to debate the lawfulness and prudence of transferring frozen Russian state assets to Ukraine. Structured around two panels (‘policy’ and ‘law’), this event provided an informed and balanced analysis of the key issues that governments need to take into account.

Policy Panel

Chair: Prof Thomas Biersteker (Geneva Graduate Institute)

Legal Panel

Chair: Dr Anton Moiseienko (Australian National University)

Moderator

Dr Erica Moret (Geneva Graduate Institute)

The event was organised by the Australian National University’s College of Law and the Geneva International Sanctions Network at the Graduate Institute in Geneva.
