On 28 November 2024, the Kofi Annan Foundation and the Albert Hirschman Centre on Democracy at the Geneva Graduate Institute convened the second in a series of thematic roundtables exploring the intersections of democracy and global governance in Geneva as part of the project Understanding the Links Between Multilateralism and Democracy to Tackle Global Challenges More Effectively. This session focused on artificial intelligence (AI) and its implications for democratic practices and the multilateral system. Close to 30 experts from international organizations, civil society, academia, and the private sector participated, examining how AI intersects with democracy and multilateralism.
The roundtable discussion identified four key themes, outlined in a now-published outcome document, at the intersection of AI, democracy, and global governance. First, AI governance is embedded in existing power structures, exacerbating inequalities and marginalizing voices from the Global South. Addressing these disparities requires a rights-based approach and investment in AI literacy. Second, while multi-stakeholderism is essential, large tech companies dominate AI governance, limiting meaningful participation from civil society and marginalized groups. Strengthening accountability and inclusive governance mechanisms is necessary. Third, balancing AI innovation, safety, and democratic values remains a challenge, as technological advancements often prioritize profit and efficiency over ethical concerns, public trust, and sustainability. Ethical frameworks and safety-by-design principles are crucial in mitigating these risks. Fourth, AI threatens human rights by concentrating power among tech corporations with limited accountability. Enforceable global standards, rather than voluntary guidelines, are needed to ensure AI governance protects democracy and individual freedoms.
