For the first Geneva International Sanctions Network (GISN) of the calendar year, we had two speakers.
Anton Moiseienko, from the Australia National University in Canberra, gave a presentation on his paper "Freeze to Seize: Do sovereign immunities prevent the seizure of central bank assets?", in which he deals with the highly complex issue of the lawfulness of transferring frozen Russian central bank assets to Ukraine. Bart Szewczyk, lawyer at Covington & Burling, acted as a discussant and provided a few reflections on Anton's paper.
