The Executive Council of the International Association of Deposit Insurers (IADI) has appointed Institute alumna Eva Hüpkes (MIL’95) as its Secretary General, effective 1 August 2023.
The Secretary General of IADI is appointed for a four-year renewable term and reports to the Chairperson of the Executive Council, who acts as the President of the Association.
IADI is the global standard-setting body for deposit insurance systems. Its objective is to contribute to the stability of financial systems by promoting international cooperation among deposit insurers and other safety net participants, including central banks, supervisory and resolution authorities. IADI was established on 6 May 2002 in Basel, Switzerland and is domiciled at the Bank for International Settlements in Basel, Switzerland. IADI is part of the Basel process which comprises all the various groups and organisations hosted by the BIS that promote financial stability.
Previously, Dr Eva Hüpkes was Head Regulatory and Supervisory Policies at the Secretariat of the Financial Stability Board (FSB). Since joining the FSB in 2009, she has made substantial contributions to the development of the G20 post-crisis policy reforms. She played a pivotal role in promoting effective resolution of financial institutions as secretary to the FSB's working groups that developed global standards for resolution, Co-Chair of the Basel Committee Working Group on Cross-Border Bank Resolution, and as a member of the Advisory Panel of the International Association of Deposit Insurers.
Prior to joining the FSB, Hüpkes served as Head of Regulation at the Swiss Financial Market Supervisory Authority (FINMA) where she helped design and draft a broad range of legislative and regulatory reforms for over a decade. During the 1997-1999 period, she worked at the International Monetary Fund (IMF) where she supported the Fund's response to the Asian financial crisis.
Eva Hüpkes is a member of the New York Bar and Lecturer in International Business Law at the University of Zurich. She holds degrees in law and international relations from the Geneva Graduate Institute of International Studies, Georgetown University, the University of Passau, Germany, and a PhD in law from the University of Berne.
