The Permanent Mission of Switzerland in Geneva has been mandated to develop elements of a new Host State Strategy in the run up to the Host State Dispatch 2026-2029. At the outset of the project, the Swiss Mission commissions an analysis of strength, weaknesses, opportunities, and threats (SWOT analysis).
The analysis aims to achieve the following objectives
- Identify the strengths, weaknesses, opportunities and risks of and for Geneva
- As the headquarters of IOs, NGOs and Permanent Missions, as well as a venue for international conferences; and
- As a center of global governance, i.e. provider of solutions to global challenges through policy debate, standard setting and as an operational hub.
- The analysis should be conducted with due attention to the diversity of perspectives including from representatives of international organizations, non-governmental organizations and other stakeholders in Geneva, the global politico-diplomatic audience (diplomats, experts, civil society actors) and the general public (local and international).
On the basis of the SWOT analysis, provide initial recommendations to strengthen international Geneva. The study must include a balanced view on international Geneva from all of Switzerland and include views from outside Switzerland as much as possible. The study will be conducted by the Geneva Graduate Institute and the University of Luzern, under the respective leadership of Dr. Achim Wennmann (Director for Strategic Partnerships, GGI) and Dr. Katja Gentinetta (Lecturer at University of Lucerne).
SWOT analysis is a strategic planning and management technique used to help an organization identify Strengths, Weaknesses, Opportunities, and Threats (SWOT) related to its operations assisting in sharpening its competitive positioning and project planning. SWOT analysis consist of the internal dimension (strengths & weaknesses that emerge from within the organization) and an external dimension (opportunities & threats that emerge from the political, economic and social environment). In order to draft the SWOT analysis, the project needs to generate quantitative and qualitative data to infirm the analysis and the project team therefore conducts interviews, focus groups discussions and desk research. This data gathered through these efforts should be representative of a diversity of voices across different professional constituencies, across Switzerland, and including global views.
Implementation of the SWOT will occur in the period October to November 2023.
