Following a major conference at Chatham House to mark the tenth anniversary of the report of the Commission on Macroeconomics and Health in December 2011, the Chatham House Centre on Global Health Security launched two high-level working groups to examine critical issues in global health governance and financing. The governance group, chaired by Viroj Tangcharoensathien, examined the role of WHO in global health governance against the background of WHO’s ongoing process of internal reform.  The financing group, chaired by John-Arne Røttingen, examined what needed to be done, nationally and internationally, to provide a global framework for sustainable health financing in order to achieve universal health coverage.

The governance group considered a number of ideas about WHO reform beyond those discussed in the internal reform process.  It particularly focused on WHO’s:

  • Functions

  • Global role as a technical agency and a policy-making body

  • Regional and country offices

  • And financing.

The financing group focused on the measures that needed to be taken by countries and the global community to provide sustainable financing for health services including how to:

  • Strengthen domestic financing

  • Boost the financing of global public goods for health

  • Increase external financing

  • Improve efficiency and accountability

  • Move towards a global agreement on sustainable financing, including as part of the post-2015 development agenda.

The meeting will be chaired by David Heymann, Head of the Centre on Global Health Security at Chatham House.  Presentations of the report will be followed by comments from panelists and open discussion. The meeting will be followed by a reception for further informal discussion.
