Community Policing and Roma Minorities in the Context of Police Reform

introduction

In 2012, the CCDP was mandated by the General Inspectorate of the Romanian Police to undertake a background study as part of the project entitled “Strengthening the capacity of the Public Order Directorate in order to sustain, implement and coordinate all the community policing activities in rural areas with focus on Roma/economically disadvantaged communities”.

Drafted by Moncef Kartas (CCDP) and Mathieu Zagrodski (CESDIP -University of Versailles-St Quentin and Coginta), this comparative study looked in detail at two countries from East and Southeast Europe – Hungary and Albania – both with important Roma minorities and a recent history of seeking to introduce community policing within their broader efforts to reform the security sector.

The mandate was conducted within the context of the thematic Security Fund of the Framework Agreement between the Swiss Federal Council and the Government of Romania concerning the Implementation of the Swiss‐Romanian Cooperation Programme to Reduce Economic and Social Disparities within the Enlarged European Union.

Upon completion of the study, the General Inspectorate offered a contract addendum in early 2014, for additional methodological support to the evaluation of the pilot training course on Roma language and culture, implemented at the Nicolae Golescu Police Training Center in Slatina (Romania). The project on community policing aimed to strengthen the capacity of the Romanian Police to prevent and counter criminality in rural areas by shifting the focus from a perspective focusing exclusively on a coercive approach, to one that emphasizes prevention, problem-solving and service delivery. CCDP inputs, including an inception report, self-evaluation guidelines, and sampling advice, were delivered by Oliver Jütersonke and Anca Paducel (doctoral candidate in the Graduate Institute’s IR/Political Science department).

This project entailed a pilot training course on Roma language and culture for community police officers, implemented at the Nicolae Golescu Police Training Center in Slatina (Romania). The CCDP’s contribution was completed in 2015 with the publication of the evaluation report for this pilot, which had been drafted by the Romanian Academy of Sciences, and for which the centre offered methodological guidance.
