Human Rights and the Prevention of Conflict

The challenge of preventing conflict has been a contentious issue within the United Nations (UN), particularly following the failures to prevent the Bosnian and Rwandan genocides. In response, the UN has shifted its focus toward a culture of prevention, as emphasized by former Secretary-General Kofi Annan. The 2018 report "Pathways for Peace" and the “Call to Action for Human Rights” highlight the need for inclusive, sustainable approaches to conflict prevention, with a focus on human rights. The Office of the High Commissioner for Human Rights (OHCHR) has played a key role in promoting these efforts, especially in addressing Sexual and Gender-Based Violence (SGBV). This report investigates how OHCHR’s human rights practices, including human rights education, monitoring, and promoting accountability, can contribute to conflict prevention across the conflict life cycle. Drawing on interviews, reports, and Johan Galtung’s conflict cycle framework, it concludes that these practices can help prevent conflict, mitigate its escalation, and reduce the risk of recurrence by promoting structural change and deterrence against future violations.
