The World Health Organization (WHO) has undertaken programmatic, governance and managerial reforms since 2010. In 2015, WHO’s work in emergencies was added as the fourth stream of reform, and in May 2016, after lengthy consultations and debates, the World Health Assembly adopted the Framework for Engagement with Non-State Actors. The reforms are ambitious and seek to make the priority setting and allocation of resources within WHO more transparent and accountable, while streamlining its governance, and increasing the efficiency of managerial practices, such as human resources and finance. They are also important for maintaining the position of WHO as the leading global actor and authority in international health work. In the context of increasing global challenges for health, and the upcoming change in leadership, WHO needs the capacity and resources to respond to health needs in a rapidly changing international environment.

Gian Luca Burci is Adjunct Professor in International Law at the Graduate Institute, and affiliated to the Global Health Centre. He teaches the joint LLM in Global Health Law and International Institutions programme in partnership with Georgetown University. He served in the Legal Office of the World Health Organization from 1998-2016 and was Legal Counsel since 2005. Previously he served as Legal Officer at the International Atomic Energy Agency in Vienna and in the United Nations Secretariat in New York. He holds a post graduate degree in law from the Università degli Studi di Genova, Italy. His areas of expertise are in international law and international organisations as well as governance and law related to international health.
