Raphaël Zaffran

Bio

Dr Zaffran is in charge of the development and implementation of customised training projects for public and private-sector organisations, as well as foreign governments. He has several years of experience in the field of Executive Education, having previously worked for the Graduate Institute's Executive Master in Development Policies and Practices (DPP), in the capacity of Head of Region and Academic Coordinator for Central Asia & Caucasus.

Raphaël is a political scientist by training. His research and teaching have focused on the links between international security, fragility and development. Specifically, he has conducted research and taught on the aftermath of foreign military interventions involving the US, the UN and NATO; political communication and exit strategies; security institutions and peace operations; as well as on the links between fragility and development. Raphaël previously worked for the Research Division of the Geneva Centre for the Democratic Control of Armed Forces (DCAF), focusing particularly on security sector governance and reform in urban settings. Dr Zaffran has also been affiliated to Open Briefing, a UK-based civil society intelligence agency, providing pro-bono analysis on international security issues and Central Asian politics, as well as on remote-control warfare and the regulation of private military and security companies.

Raphaël holds a PhD in International Relations from the Graduate Institute of International and Development Studies, Geneva. He also has a BA in International Relations from Royal Holloway University of London, UK and an MA in Political Science from McGill University, Canada.

Ms. Carlucci has been managing executive education programmes for clients from corporations, governments and international institutions for the past 7 years.

She holds a Master's degree in international relations (specialisation in international law) from the Graduate Institute of International and Development Studies, Geneva, Switzerland as well as a Master's degree in economics and management from Ecole Normale Supérieure de Cachan & Université Rennes 1, France.

Andreas Holtberget

Bio

Mr. Holtberget has several years experience in implementing training activities. Prior to joining the Institute, he worked as a consultant with the United Nations Institute for Training and Research (UNITAR), organising training courses in the field of multilateral diplomacy. Prior to consulting for UNITAR, he worked for the Royal Norwegian Embassy in Ljubljana.

Mr. Holtberget holds an MA in International History and Politics from the Graduate Institute of International and Development Studies, Geneva, Switzerland and an MA in European Studies from the Catholic University of Leuven, Belgium.
