Matteo holds a Ph.D in Political Science from the University of Geneva, Switzerland. A graduate of the University of Neuchâtel, Switzerland, Matteo has a first BA in Economics and a second BA in Political Sciences. He also has a Master in Public Management and Policy Evaluation (University of Geneva, Switzerland), as well as a Master in Advanced Developed Studies (The Graduate Institute, Geneva).
Starting his professional career as a researcher at the Laboratory of Applied Economics (LEA - University of Geneva), Matteo went on working as a management consultant with Ernst & Young Consulting in the Public Sector Unit. Since 2004 Matteo has been a partner at MAGI-STER Sagl Consulting, providing technical assistance and evaluation services to central and local governments, to development agencies, as well as to local and international NGOs in Europe, South-East and Central Asia, and North Africa. His main areas of competences are institutional building, public administration reforms and projects/programs evaluation.
Matteo is also the regional academic responsible for coordinating the Executive Master in Development Studies for African English speaking countries and for Afghanistan-UNITAR, a program run by The Graduate Institute in Geneva, where he lecture on public governance and public policy related issues
In his role as a trainer, Matteo has been working with the Swiss based training school NGO Management School Switzerland, delivering training in Project Evaluation and Project Management to international and local NGO officials and civil servants
He is a member of the Swiss Evaluation Society (SEVAL), as well as a member of the International Development Evaluation Association (IDEAS).
