Reclaiming the Development Dimension of the Multilateral Trading System

Dr Rob Davies, Deputy Trade Minister of the Republic of South Africa, held a talk on the Dimensions of the Multilateral Trading System. The event organized by the Centre for Trade and Economic Integration (CTEI) and the University of Oxford in the context of the Project on Global Economic Governance took place in the Auditorium Jacques Freymond (AJF) in Geneva. In his talk Dr. Davies offered several recommendations for improving the governance of the WTO and increase participation of developing countries. He pointed out that “the process of liberalization associated with contemporary globalization has been highly uneven and unequal. In particular, developing countries found themselves under strong pressure to make sharp tariff reductions involving significant adjustment costs, only to confront the continued existence of major barriers in areas where the developing world enjoyed comparative and potential competitive advantage (most starkly in agriculture).” For the Doha Round to move forward he contends that it is imperative to fully recognize the imbalances and inequities to the disadvantage of developing countries. He stressed the need of the Doha round to regain a developmental balance and deliver an outcome that is at least reasonably faithful to the Doha mandate that underpinned the current process.
