NEW initiative

A team of five students from the Graduate Institute – with the support of the Programme for the Study of Global Migration – will collaborate with the International Organization for Migration (IOM) in Cairo over a period of five months in order to evaluate their Regional Assisted Voluntary Return and Reintegration Program for Stranded Migrants in Egypt and Libya (RAVEL).

This project started in February 2011 and is funded by the European Union and co-funded by the Government of Italy. It offers the possibility for migrants stranded in Egypt and Libya to return voluntarily to their country of origin in a humane and dignified way and also provides migrants with reintegration assistance upon return. In addition to the provision of AVRR services, RAVEL also aims at: strengthening the capacity of key government entities and civil society organizations to facilitate AVRR, in line with internationally recognized norms; enhancing inter-regional cooperation and encourage coherent programme delivery in origin, transit and destination countries; and building the capacity of government and civil society to assist returnees’ sustainable reinsertion and reintegration within their countries of origin (eg. Sudan, South Sudan, Ethiopia).

The overall objective of the evaluation is to assess the relevance, effectiveness, and potential sustainability of the voluntary return and reintegration assistance provided to stranded migrants under the project.
